With reference to paragraph 6 of
Lord Crewe's Despatch No. 223 of the 10th. of last August, I
have the honour to forward herewith 20 copies of Sessional
Paper No. 2 of 1911 entitled "Free Passage Scheme for Sub-
-ordinate Officers" and to inform you that on the 23rd.
instant the Finance Committee of Legislative Council
unanimously recommended the vote of $12,800 in aid of the
vote "Miscellaneous Services, Transport of Government Ser-
-vants* (Financial Minute No. 16 of 1911), with a view to
giving effect to the scheme.

The Colonial Treasurer estimates the
annual average cost of passages under this scheme at £1,117
